NUPRC Advances 2025 Licensing Round, Concludes Pre-Qualification Phase

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has successfully completed the pre-qualification stage of the 2025 Oil and Gas Licensing Round, marking a significant milestone in Nigeria’s ongoing efforts to revitalise upstream investment and boost hydrocarbon production. 

In a statement issued on Tuesday, the Commission’s Head of Media and Strategic Communication, Eniola Akinkuotu, confirmed that all applicants who met the stipulated criteria have been formally notified of their pre-qualified status. 

Akinkuotu disclosed that the exercise was concluded on March 16, 2026, in strict compliance with the guidelines governing the 2025 Licensing Round, underscoring the Commission’s commitment to transparency, due process, and global best practices in the award of oil and gas assets.

 The completion of the pre-qualification phase clears the path for the next stages of the bid round, which are expected to include technical and commercial evaluations, data access for qualified bidders, and eventual submission of competitive bids. Industry observers note that the process is critical to attracting credible investors with the technical capacity and financial strength required to develop Nigeria’s hydrocarbon resources efficiently.

 The 2025 Licensing Round is part of broader reforms being driven by the NUPRC under the framework of the Petroleum Industry Act (PIA), aimed at enhancing regulatory certainty, improving investor confidence, and ensuring optimal value realisation from the country’s oil and gas assets. 

Analysts say the transparent conduct of the bid process will be closely watched by both local and international stakeholders, particularly against the backdrop of Nigeria’s ambition to increase crude oil production, grow reserves, and strengthen its position in the global energy market.

With the pre-qualification stage now concluded, attention shifts to how effectively the Commission will manage subsequent phases to ensure timely completion of the round and successful award of licences to capable operators.
