PORT HARCOURT, Nigeria — Nigeria’s drive to strengthen indigenous research, engineering skills and technological innovation has received a major boost with the groundbreaking of a new research and innovation centre at Rivers State University.
The Nigerian LNG Limited (NLNG) and the Nigerian Content Development and Monitoring Board (NCDMB) on Thursday broke ground for the NLNG Research and Innovation Centre for Computer and Electrical Engineering (RICCEE), a project designed to expand the university’s capacity for advanced, industry-focused research and specialised technical training.
The initiative represents NLNG’s largest Human Capital Development Institutional Strengthening project to date and is expected to deepen collaboration between academia and industry while supporting the development of home-grown technological solutions for Nigeria’s energy and industrial sectors.
The centre will also house a professorial chair and operate as a dedicated research and development hub focused on addressing practical industry challenges, particularly those relevant to NLNG. Successful research outcomes could subsequently be commercialised and deployed across the wider industrial sector.
NLNG: Centre will connect research with industry needs
Speaking at the groundbreaking ceremony, NLNG Managing Director and Chief Executive Officer, Adeleye Falade, described the project as a strategic investment in Nigeria’s human capital and technological future.
Falade, who was represented by NLNG General Manager, External Relations and Sustainable Development, Sophia Horsfall, said the centre would strengthen Rivers State University’s ability to produce highly skilled professionals while developing research that responds directly to industry requirements.
According to him, RICCEE will help close the gap between academic knowledge and practical industrial applications by creating an environment where researchers, students and industry professionals can work together to develop commercially and socially relevant innovations.
The initiative is particularly significant for Nigeria’s energy sector, where companies are increasingly seeking locally developed engineering, digital and technological solutions to improve operational efficiency and reduce dependence on imported expertise and technology.
NCDMB backs industry-focused human capital development
The Executive Secretary of NCDMB, Engr. Felix Omatsola Ogbe, represented at the ceremony by the Director of Capacity Building, Engr. Abayomi Bamidele, said the project marked an important milestone in the implementation of the Board’s Human Capital Development objectives.
He said the RICCEE project forms part of NCDMB’s Human Capital Development Institutional Strengthening Programme, which is designed to establish long-term partnerships with higher education institutions and improve their capacity for teaching, research, innovation and practical skills development.
Ogbe challenged the centre to evolve into a hub for discovery, creativity, enterprise and technological advancement.
He said students should be encouraged to develop innovative ideas, researchers should focus on solving real-world industrial problems, while companies should be able to identify universities as reliable partners for research and development.
The NCDMB executive secretary also commended NLNG for its commitment to the project and praised the Governing Council, Vice-Chancellor and management of Rivers State University for their focus on academic excellence.
Rivers State University targets stronger research partnerships
The Vice-Chancellor of Rivers State University, Prof. Isaac Zeb-Obipi, said the RICCEE project aligns with the university’s 2026–2030 Strategic Development Plan, which prioritises stronger academic programmes, research collaboration, innovation and entrepreneurship.
Zeb-Obipi said the centre would provide an important platform for translating research into practical technological solutions.
“We envisage the Centre as a world-class hub where researchers and students can develop practical solutions to engineering and technological challenges, where university-industry collaboration can flourish, and where innovative ideas can be transformed into useful products, technologies and services,” he said.
He added that the participation of NLNG and NCDMB demonstrated the importance of strategic partnerships in strengthening Nigeria’s higher education and innovation ecosystem.
The vice-chancellor expressed the university’s appreciation to both organisations and pledged that the institution would ensure the centre is used effectively to build human capacity, advance research, foster innovation and deepen collaboration with industry and other educational institutions.
RICCEE to house specialised engineering laboratories
The RICCEE complex will be developed on approximately 9,336 square metres of land within Rivers State University.
The facility will include specialised laboratories covering areas such as:
- Electronics and Signal Processing
- Robotics and Embedded Systems
- Software Engineering
- Digital Forensics and Cybersecurity
The laboratories will feature integrated office and storage spaces to support research, teaching, equipment management and technical administration.
The facility will also incorporate sustainability features, including provisions for solar power, energy-efficient lighting and environmentally responsible systems, aimed at lowering operating costs and supporting reliable research activities.
Building Nigeria’s indigenous technology capacity
The project reflects a broader shift in Nigeria’s human capital development strategy towards linking university education with industrial research, technology development and commercial innovation.
Under NCDMB’s Human Capital Development programme, institutional strengthening projects are designed to provide universities and other learning institutions with modern infrastructure, research facilities, technical equipment and industry-aligned training programmes.
For Nigeria’s oil and gas industry, the RICCEE initiative could provide a platform for developing local capabilities in areas increasingly critical to the sector, including automation, embedded systems, cybersecurity, digital technologies and advanced engineering.
Beyond the immediate benefits to Rivers State University, the project is expected to strengthen Nigeria’s wider innovation ecosystem by encouraging researchers and students to develop solutions that can be applied across the energy and industrial sectors.
With the involvement of NLNG and NCDMB, RICCEE also underscores the growing role of partnerships between industry, government institutions and universities in building the technical skills and research capacity required to support Nigeria’s industrialisation and local content ambitions.
