The Nigerian Content Development and Monitoring Board (NCDMB) has officially launched the Nigerian Content Trainers’ Registration Certificate (NCTRC), a new digital certification platform designed to improve quality assurance, transparency, and standardisation in training across Nigeria’s oil and gas industry.
The platform, which goes live on Monday, July 27, 2026, is hosted on the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC-JQS) portal and represents a key milestone in the Board’s drive to strengthen human capital development under the Nigerian Oil and Gas Industry Content Development (NOGICD) Act.
The NCTRC is a digital verification and certification framework that enables the NCDMB to assess, inspect, verify, and rate training service providers operating within the country’s petroleum sector. The initiative implements the Regulation for Training in the Nigerian Oil and Gas Industry, issued in February 2021, which empowers the Board to establish minimum standards for training facilities, technology, instructors, and personnel development.
Under the regulation, the NCDMB is also mandated to conduct routine inspections, assess training providers, evaluate programme quality and performance, and verify training-related information submitted by operators and service providers through the NOGIC-JQS platform.
Developed by the Board’s Directorate of Capacity Building through its Infrastructural Development Division, the certification system introduces a transparent and standardised framework for evaluating training organisations based on infrastructure, faculty qualifications, equipment, industry accreditations, operational capability, and previous training experience.
The certification programme spans 11 specialised Areas of Training Specialisation (ATS) covering critical segments of the oil and gas value chain. These include Health, Safety and Environment; Engineering and Quality Assurance; Petroleum and Geosciences; Drilling, Production Operations and Oil and Gas Processing; Facilities Design and Construction; Project Management; Supply Chain Management; Asset Management and Maintenance; Information and Communication Technology; Entrepreneurship, Soft Skills and Oil and Gas Business; as well as Maritime, Nautical Studies and Offshore Logistics.
To obtain certification, training providers will undergo comprehensive assessments based on clearly defined performance criteria, including the quality of training facilities, availability of qualified instructors, relevant industry accreditations, specialised equipment, track record of previous training programmes, and capacity to deliver practical on-the-job training.
Organisations that meet the required standards will be placed into one of five certification categories according to their demonstrated technical capability and institutional capacity. Successful certifications will remain valid for two years before renewal.
According to the NCDMB, the introduction of the NCTRC is expected to improve confidence in Nigeria’s oil and gas training ecosystem by ensuring that only qualified organisations with the necessary infrastructure, expertise, and technical competence are certified to provide industry training.
The Board believes the initiative will enhance the quality and credibility of workforce development programmes, promote uniform training standards across the industry, and contribute to building a globally competitive Nigerian oil and gas workforce capable of supporting the country’s local content objectives.
