Over 180 Trillion Cubic Feet of Africa’s Natural Gas Untapped Due to Regulatory Challenges, Says NUPRC Chief

At the Nigerian International Energy Summit (NIES) in Abuja, Mrs. Oritsemeyiwa Eyesan, Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), revealed that over 180 trillion cubic feet of discovered natural gas in Africa remains unsanctioned for development. This situation is primarily attributed to fragmented markets and inconsistent regulatory frameworks across the continent.

Eyesan emphasized that the lack of cohesive policies is a significant barrier to cross-border energy projects. She advocated for a unified regulatory approach, stating that it could reduce investment risks and accelerate development in Africa’s oil and gas sector.

Represented by NUPRC Director Mr. Edu Inyang, Eyesan addressed the theme “One Africa, One Regulatory Voice: Aligned Policies for Continental Prosperity and Investment.” She asserted, “Investors are not deterred by Africa’s geology; they are deterred by inconsistent rules.”

Citing Nigeria’s proactive measures, such as the Petroleum Industry Act (PIA) 2021 and ongoing transparent licensing rounds, Eyesan highlighted key infrastructure projects like the AKK pipeline and the revived Trans-Saharan Gas Pipeline. She also noted the role of the Africa Energy Bank, based in Nigeria, in mobilizing local capital for energy projects amidst a global capital withdrawal.

To foster cooperation among African regulators, she called for the strengthening of the African Petroleum Regulators’ Forum (AFRIPERF). This platform aims to harmonize energy regulations, expand regional gas and electricity networks, and establish unified sustainability standards.

“Our voice must be one, our frameworks aligned, and our actions coordinated,” she asserted, emphasizing that these steps are essential to unlock Africa’s resources for the benefit of its people.

AFRIPERF, established alongside petroleum regulators continent-wide, is working to advance aligned standards, shared data platforms, and capacity building, while amplifying Africa’s voice in global energy discussions.

Eyesan also highlighted Africa’s vast potential, noting that the continent holds approximately 8% of global oil and gas reserves and nearly 30% of known critical mineral resources. With a youthful and economically active population exceeding 1.5 billion, she believes coordinated policies and integrated infrastructure can drive industrialization, enhance energy security, and promote inclusive growth.

In conclusion, she reaffirmed that oil and gas resources are vital to Africa’s development, supporting sectors like electricity generation and public revenues, even as the continent navigates its energy transition.
